Progress Towards Outcome
Government complied with the Third Tranche Release policy conditions; accordingly the Third Trance of US$20 million was released by ADB on 24 Novemeber 2014. As envisioned by the program, progress is ongoing towards improving quality of school education in an inclusive way with following status on the key paramater as of March 2014: NER for primary: 95.6% (boys: 96.2%, girls: 95.0%); NER for basic: 86.3% (boys: 86.4%, girls: 86.3%); GPI in NER for basic education: 1.00 First round of NASA for grades 3, 5, and 8 completed. Grade 8 average achievement: math 43%, Nepali 49%, social studies 49%. Grade 5 average achievement: math 53.3%, Nepali 59.7%, English 53.6%. Grade 3 average achievement: math 59.5%, Nepali 62.6%; second round of NASA for grade 8 ongoing GPI in literacy of 15+ age group: 0.92
Implementation Progress
Status of Operation/Construction or Implementation Progress
Progress ongoing in each output with following status as of March 2014: 1) Percentage of 4-year-old children enrolled in ECED: 76.7% (boys: 77.2%, girls: 76.2%); GPI in ECED enrollment: 0.99; GER for grades 9 to 12: 50.4% (boys: 50.1%, girls: 50.7%); NER for grades 9 to 12: 33.2% (boys: 33.3%, girls: 32.2%); GPI in GER for grades 9 to 12: 1.01; GPI in NER for grades 9 12: 1.00 Share of out-of-school children aged 5 to 12: 13.7% (boys: 13.6%, girls: 13.7%) Gender and vulnerable communities action plan implementation ongoing. 2) Enhanced student learning: Percentage of new entrants in grade 1 with ECED: 56.9% (boys: 56.2%, girls: 57.6%) Repetition rate in grade 1: 17.5% (boys: 17.7%, girls: 17.3%); repetition rate in grade 5: 5.3% (boys: 5.3%, girls: 5.3%) First round of NASA for grades 3, 5, and 8 completed. Grade 8 average achievement: math 43%, Nepali 49%, social studies 49%. Grade 5 average achievement: math 53.3%, Nepali 59.7%, English 53.6%. Grade 3 average achievement: math 59.5%, Nepali 62.6%; second round of NASA for grade 8 ongoing SLC pass rate: 43.9%; HSLC pass rate: 41.0%. 3) Safer Schools: Retrofitting completed of 114 schools and work on 24 buildings is at an advanced stage. Work will commence by the end of November for the remaining buildings. Training provided to 50,166 students and 3,417 teachers on school safety Training provided to 649 masons, and 180 engineers and sub-engineers for seismic resistive building construction/ retrofitting 4) Literacy and Lifelong Learning Functional literacy and basic competencies among youth and adults enhanced review study: Progress is ongoing. 2,128 community learning centers set up by 2013. Target: 4,748 by 2014. 2008 -2010: 2.8 million participants enrolled in literacy programs, 90+% of them women; most participants in 15 -35 age group. Literacy rates in 2011 (age 6+): 68.6% (total); 77.7% (male), 60.0% (female) GPI of 15+ age group: 0.92 Instructional materials for NFE participants developed in 16 mother tongues 5) Technical Education and Vocational Training Secondary level students equipped with TEVT soft (prevocational) skills Progress is ongoing. Activities under this program were designed under the two component ' General Vocational Skill- component 1 and Educational quality Improvement, teacher Capacity Building and Literacy (3 districts focus)- component 2. The first component was comprised of six sub-components having twenty three activities altogether. The first sub-component ' Coordination & Preparation' had two activities which was accomplished with 18% progress in terms of physical rate and it achieved 15% financially. The implementation of TEVT soft skill activities were observed low. The highest physical progress was noted in component no 2 program, but the expenditure made on these activities were very nominal. Based on the both progress rates (Financial and physical), 'Inclusion of TEVT soft skill in curriculum and Textbook' sub-component had achieved 97% physical progress wherein; the financial progress was made 75%. A report is prepared by identifying the possible TEVT soft skill contents in grade 6-8 curriculum and text books. Curriculum of five vocational subjects of grade 9-10 was developed. 6) Teacher Professional Development Teachers qualifications and professional competencies enhanced to better facilitate students learning processes: Progress is ongoing with following achievements: Percentage of certified teachers increased to 98.1% (basic) and 98% (secondary) Percentage of teachers with required qualifications (basic): 92.5% Percentage of teachers with required qualifications (secondary): 92.2% Share of female teachers in primary education: 37.9% Share of female teachers in secondary education (grades 9 to 10): 13.8% Shares of Dalit and Janajati teachers: 5.0% and 30.0% in primary, 4.1% and 17.9% in secondary (grades 9 to 10). 7) Capacity Development, Management, and Monitoring and Evaluation Delivery and monitoring of educational services, and evaluation of outcomes improved: Progress is ongoing. The ASIP/AWPB for every fiscal year allocates the budget to all public schools (28,453 basic and 5,790 secondary schools in the first trimester). However, the release of budget to schools varies due to delays in approval of the program by the National Planning Commission after the Ministry of Finance announced the budget. 45.3% of all permanent and rahat teachers in all 75 districts receiving salaries through bank accounts Training provided to 92 officials from five REDs and 75 DEOs; procurement training has been regularized Training provided to about 98% of all schools About 82% of all community schools conducted such audits DEOs publicly disclose all funds and quotas distributed to schools, both in the DEO office as well as on the respective DEO websites There has been gradual progress in the submission of audit reports. There was a 93-day delay in submission of the audited report for FY2010. This was reduced to 68 days for FY2013.
