Guideline to use bridge toolkit
In each toolkit,
there are two definite stages.The first stage outlines the possible steps to
achieve/accomplish the activity. The second stage provides respective
references to Governmental rules and regulations, standards, and guidelines for
each step of the activity. For example:
The activity is Procurement of Consulting Services
Stage 1: Preparation of ToR is one of the tasksnecessary to accomplish the activity.
Stage 2: Thesearereferralsto
accomplishing that particular task within an activity and are given in Italics
with arrow such as“▬►PPR -2007, Chapter 6, clause 69; ▬►PWD Part II, Procedural Directives, Volume A 15.3 step 1;

Regarding colours of the reference given, the Blue colour indicates Government Legal Documents such as Acts and Rules. And Green colour indicates Standard Bidding Document approved by PPMO. Similarly Red colour indicates all supporting documents such as Public Works Directives, reference examples etc.
All toolkits are designed in a similar way and the references are available when users click on the respective arrow.

After introduction of the Bridge Management System (BMS) within DoR, the priority list generated by the BMS becomes the Sector Strategic Plan, specific for bridges, after it is endorsed by the competent authority of the Government for the road sub-sector.The approved Sector Strategic Plan shall be the basis for the preparation of the Multiyear Sector Programand/or Five Year Investment Plan through feasibility studies.Itwill be the list of potential bridges for implementation.
Once the Multiyear Sector Program and Five Year Investment Plan areendorsed by the competent authority, it is suggested that two standing lists of bridges be prepared. Prepare a first list designating bridges for Design and Build. Prepare a second list designating bridges that need to be designed, by hiring adesign consulting firm.With government approval, complete the design and cost estimation,including social and environmental studies,through the consultant(s) for the bridges enlisted on the second list. With the above details, plus the list of design and build bridges and those bridges already designed,link the Five Year Investment Plan with the Medium Term Expenditure Framework (MTEF) for long term budgeting.
Once bridges for implementation are identified in the MTEF, with governments’pre-approval,include those bridges which are in year1 &2 for civil works procurement when planning the next year’s annual program.
