8.CONTRACT ADMINISTRATION, CONFLICT MANAGEMENT, CLAIMS AND DISPUTE HANDLING

Contract administration of the bridge works, including new construction and major maintenance works, is carried out either by appointing a Consultant or by the Employer’s own Supervision Team. In both cases, there will be a Project Management Team within the Employer’s organisation.  The term Consultant is used to mean the Engineer or Employer’s Representative.  The term Project Manager is applied to the person appointed by the executing /implementing agency. The term Team Leader is applied to the Consultant’s Chief Resident Engineer whose duty it is to administer the contracts, with limitations on financial authority where prior approval of the Employer shall be required. Those limitations concern the issue of a Commencement Order to the Contractor; approval of the Program of Works, approval of any sub-contracting of works by the Contractor, quantity variation, extension of time, interim payment of certificates, final payment and release of retention money, and performance securities.
