3.PROCUREMENT OF CONSULTING SERVICES
In the process
of procuring consulting services for feasibility study, soil investigation or
detailed survey, engineering design, supervision of bridge, IEE, EIA the
following steps are to be followed. For the guideline on detailed procedure the
respective documents are to be consulted as indicated through the
linkages.
As per the PPA -2007, a Public Entity may procure consultancy services
from any person, firm, organization or company if any work cannot be performed
by the human resources available at the concerned public entity, or services are
required to be obtained from a consultant under a foreign aid source in
accordance with an agreement with a donor party. The committed funding for the
consulting services, including annual program and budget, needs to be checked
before proceeding with procurement procedures. Regarding procurement steps and
