Step 16: Contract Negotiations and preparation of draft contract

Negotiations with the highest-ranking consultant will be held with regard to comments or suggestions on the TOR, proposed methodology, and availability of proposed staffing, consultant’s obligations and client’s input. No negotiation shall be held about remuneration rates and reimbursable amount proposed by the consultant in case of QCBS and LCS, however, payment modality on reimbursable or lump sum items can be discussed and clarified. Detailed breakdown of the proposed remunerations and reimbursablescan be requested from the Consultant. A draft contract will be prepared incorporating the points as agreed during negotiation in the sample contract format. In case of failure during negotiations and non-acceptance of the draft contract, the negotiations will be terminated and the next ranked consultant will be invited for negotiations.
