6.3. SOCIAL ACTION PLAN (SAP)

The main objective of SAP is to enhance positive and mitigate negative impacts. Generally SAP contains two respective stages - preparation and implementation. Social Action Plan (SAP) should be prepared through detail review of Social Analysis findings and stakeholder consultation. Generally, a SAP contains activities to be carried out and information on institutional and financial requirement to implement the proposed activities.

· Assess the scope of activities and stakeholders to be consulted

· Collect/supplement/update information as required

· Listing down the tasks to be performed

· Identify the scope of involvement of different partners (e.g. NGO, CBO, consultant, contractor etc)

· Implementation schedule of proposed activities

· Cost estimate

· Finalize SAP with tentative schedule


This Social Action Plan (SAP) provides a practical approach to be adopted by the project and states how the project shall endeavour to maximise the social benefits and mitigate downbeat impacts that may result from construction and maintenance of roads and bridges. In SAP reports issues of child labour, work camp and labour camp management and health and sanitation, and HIV/AIDS and Anti Human Trafficking shall be clearly mentioned.
