Step 1. Identify Potential Impacts

Identify potential activities and their possible impacts whose environmental mitigation measures are required to be considered in designs and during construction. Table 2.7: recommends environmental and social mitigation measures for a list of potential issues. Find below additional few activities whose impacts are necessary to be considered for mitigation measures and are specific to bridge works:

Public consultation is suggested throughout project cycle to secure public support. Public consultation is essential to identify possible environmental impacts, and their sources. It also helps in formulating environmental mitigation measures and equally helps in implementation refer ▬►Ch.5 Public Consultation Framework, ESMF, DoR

Civil works in the river

· Conduct controlled blasting complying with rules under Explosives Act (1961). Prior notice should be given to all local residents and the VDC.

· Agreed upon detail blasting methodology, storage, schedule and safety measures in Quality Assurance Plan refer ▬►Ch.6 (m) Handling Hazards Materials, ESMF, DoR, ▬► Standard Specifications for Roads and Bridges Section 504 (QAP) and Section 904(Explosive and Blasting)

(d) Dredge during foundation works,

· Changing river regime and affecting aquatic ecology

· Dredging should be confined to design with minimum damages to existing river regime and aquatic life

· Disposed materials should not divert the water flow within the river bed causing uncontrolled deposition and scouring

· Spoil material should be deposited in the bank of the river and detail disposal plan should be prepared and agreed upon in AQP

(e) Sand and gravel extraction including de-armoring of boulders from river bed and side slopes for gabion works and other construction materials

· Changing river regime and affecting aquatic ecology

· Exposing river side slopes without natural protection causing bank slope instability and landslide into river.

· Enforce legal limit for such activities at least 500m up and down stream of river during construction period and during normal period too refer ▬► (photo copy of DoR circulation in web referance)

(f) Uncontrolled fishing due to the influx of people during construction period

· Affecting aquatic ecology

· Livelihood of the Maghis

· Enforce mandatory measures to control use of dynamites, herbicides and electric roads for fishing by people engaged on the bridge construction works

g) Bank protection works and bed protection like cutoff wall, embankment side riprap

· Changing river regime at bridge

· Include adequate quantity in design as per hydrological needs

· Include such protection works for repair and reinstate in specific maintenance

Occupational health and safety

· Loss of life, or part of body by accidents, or incident at work place during work

Bridge works whether new construction or maintenance, it is localized work at one location. Address occupational health and safety through specification:

· Make sure insurances are included in contract document: insurance against labours including accidents

· Make sure all accidents or incidents are well notified to concern including police, recorded, investigated, transport facility made available to take nearest medical facility

· Compensation to the loss of life or disability

· Provide with safety equipment, make sure labours use proper safety equipment and not misusing safety equipments

· Provide First Aid facility at site

· Verify training certificates of underwater divers in the case of well foundation works

· Check operational certifications in all trades(to possible extent)

Equipment Maintenance and Operation

· Unmaintained equipment are prone to accidents and fatal incidents

The Contractor is responsible to all equipment in good working condition throughout the contract period at his own expense: make sure through specification that:

· equipment being operated not in defective/damaged condition

· equipment operated not by untrained personnel

· equipment not left unattended while running

· provide reverse alarm, guards, control, etc. (where required)

· provide seatbelts for operators/ and make sure seatbelts are used

· no unauthorized personnel riding on equipment

· Excavation and safety

· Fatal incident causing death or injuries

Specially new construction of bridges involve major excavation for foundation works so make sure following provision through specification that:

· sufficient appropriate signs or barricades around excavations

· physical measures in place to prevent collapse of excavations

· no digging machinery to be allowed too close to edge of excavation

· Materials storing not to be allowed too close to edge of the excavation

Accident Risk and Road Safety

· Fatal incident causing death and/or injuries

During execution of major maintenance work make sure through specification:

· adequate/ effective traffic warning signs presented

· flow of traffic controlled for safety

· one lane traffic effectively managed (if necessary)

Access to abutting properties

· Unsafe/difficulty to local entering their properties

· Make sure through specification that the Contractor shall at all times provide convenient/ safe/ well maintained access to local properties during construction period refer ▬► Standard Specifications for Roads and Bridges Section 105: Access to Abutting Properties

Diversion bridges/ temporary diversion roads

· Unsafe traffic flow including pedestrian movement

Diversion bridge/ temporary diversion road may be required during major maintenance or replacement of the exiting bridge so make sure through specification:

· all forms of diversion are designed to specification

· keep always in maintained condition
