GoN through MoF shall submit the annual development program and budget,popularly known as Red Book,to the Parliament for deliberation and parliamentaryapproval. Once parliament grants approval for the annual development program and budget (Red Book), the MoPPWTM shall receive Authority of Expenditure (AoE) from the MoFon a trimester basis,
