Step 3: Census and Socio-economic Survey of Affected Households and Establishment of Cut-Off-Date

The objectives of the socio-economic survey is to prepare (a) profile of affected persons, (b) assess household income and expenditure, (c) identify productive assets and income generating activities and plan for income restoration, and (d) develop relocation options and develop social and economic support measures for vulnerable groups. This survey shall also record demographic features of the PAPs and verification of lost assets ownership. Beside this, complete set of socio-economic questionnaire survey shall perform to collect the data.

Census survey includes 100 percent AP’s households along the project corridor.  The main purpose of census and socio-economic survey is to enumerate entire population likely to be affected by land acquisition and other changes brought about by the project. The census enumeration also includes persons affected due to loss of their income or business or whose livelihood is entirely based on the land to be acquired for the sub-project purpose irrespective of title holding status of the household.

The census socio-economic survey conduct house-to-house visit and collect information for all the potentially affected households through structured questionnaire. The survey also collects socio-economic information to established baseline information on household income, livelihood patterns etc. This baseline is the reference point by which the extent of income restoration and the effectiveness of other rehabilitation efforts can be measured.

The survey is also for establishing the cut-off date for entitlement eligibility for the losses. The date of commencement of census of project affected persons along the project (Bridge) is taken as cut-off date. Only those APs found to be affected by the project (Bridge) as of the date of the census survey will be eligible for compensation for lost assets and other assistance from the sub Project.
