Step 4: Community Consultation
Community / public consultation shall be carried out
in different stages during the project preparation and implementation in order
to inform project affected people about the nature of project and its
activities and positive and negative impacts during and after project
completion. Such kinds of consultation, it is
necessary to discuss on entitlement matrix and safeguard measure. Similarly, in
consultation meetings mass level discussion shall be conducted with PAPs, LCFs,
and the other stakeholders regarding project component, stages, resettlement
principles, strategies, safeguard provisions, Entitlement Framework etc. Such
meetings might have used to get wider public input from both the primary and
secondary stakeholders. The disclosure and consultation process is aimed to:
- Relevant details of the project scope and schedule,
- Resettlement Action Plan (RAP) and the various degrees of project impact,
- Details of the entitlements under the RAP and what is required to APs in order to claim their Entitlement,
- Implementation Schedule with a timetable for the delivery of entitlements,
- Compensation process and set out compensation rates,
- Detailed explanation of the grievance process and other support in arbitration,
- Role of Local Consultative Forum (LCF) and other community officials to encourage the APs in RAP implementation, and
- Special
consideration and assistance of all vulnerable groups.
Participation of APs as well as other stakeholders
will be facilitated throughout the project cycle. Various mechanisms of participation
will be adopted in the process, including:
- Public meetings and focus group discussion,
- Formation
of consultative groups at VDC level,

Interviews/survey and frequent interaction with APs, and
